Does anyone know what a ‘latency pocket’ is? Found it in old notes

Cleaning out my late uncle’s workshop (he did “consulting” for hunters, that’s all I’ll say).
Found a page that says:
“If you find a latency pocket, do NOT stay inside it more than 90 seconds.”
No context.
No explanation.
Does this ring a bell to anyone?
